How Rockstar builds GTA VI: eight-week milestones and a veteran team
Rob Nelson tells LOVE Magazine how the studio works in eight-week milestones, and James Horton adds there are no shortcuts to building a world like this.
Rob Nelson, co-studio head of Rockstar North and head of development, has described in issue 27 of LOVE Magazine how the studio works on GTA VI. Kotaku summarised it on October 5, 2026.
Eight-week milestones
According to Kotaku, Nelson says the senior team has been together for a “loooooooong time” and everyone has a good sense of what they need to do. He describes the process: they start building assets and systems and roughing in content across all areas, and build the game up “through a series of eight-week milestones” where they pull agreed sections together.
Each milestone is evaluated and the notes decide what the next one focuses on. They work “year after year, one obsessive day at a time”, course-correcting with the feeling they want the finished game to have in mind. Nelson admits they often have to find that feeling, and trusts they will eventually.
“No shortcuts”
To fill the world with content, Kotaku notes Rockstar built a writers’ room dedicated to pedestrian dialogue. James Horton, open-world writing director, explains a team in Los Angeles focuses on it and works with a production team to create the game’s thousands of unique NPCs (see our piece on the background-noise writers).
Horton says there are “no shortcuts” when building a world like this: the right people need the resources to make every part ring true, however small or closely you look. He talks about hearing “snatches of a hundred different conversations” while sprinting down the busiest street, and each one being convincing if you stop to listen.
What is missing
We have not read the full LOVE interview; the quotes come from Kotaku, so the level is medio-verificado. Kotaku says the studio has worked on the game since 2014; that is the outlet’s claim, not a Rockstar quote.
